Take the Shinkansen (Bullet Train) from Tokyo train station to Atami train station. At Atami train station, change to the Izukyu Rail Line and continue to Shimoda train station. It is a 2 hour and 30 minute train ride. From Shimoda train station, it is a 6 minute taxi ride to the Shimoda View Hotel.
